On June 16, the FY2026 Consortium General Meeting and a facility tour were held at the National Research Institute for Earth Science and Disaster Resilience (NIED) in Tsukuba, Ibaraki. This article outlines the highlights of the tour. Dr. AOI Shin, Director of the Center for Earthquake, Tsunami and Volcano Observation Research, introduced the Monitoring of Waves on Land and Seafloor (MOWLAS), Japan’s integrated system for real-time monitoring of earthquakes, tsunamis, and volcanoes. Particular focus was given to the Nankai Trough Seafloor Observation Network for Earthquakes and Tsunamis (N-net), which began full-scale operation in 2025. ▲Fig 1. Presentation by Dr. Aoi N-net covers the offshore area from Kochi Prefecture to the Hyuga-nada Sea, west of the existing DONET network. This region had long been a data gap, and N-net now enables continuous observation across the entire Nankai Trough. Its structure and features were clearly explained using a model. Participants also visited a large-scale rainfall simulation facility capable of reproducing extreme rainfall of up to 300 mm per hour. The Master’s and Doctoral Programs in Risk and Resilience Engineering at the University of Tsukuba offers the course “Introduction to Risk and Resilience Engineering” in collaboration with consortium member institutions. In this course, leading experts from these partner institutions deliver lectures on the latest topics in the field of risk and resilience through an omnibus format. On June 15, Dr. Yuji Owada from the Fukushima Institute for Research, Education and Innovation (F-REI), which joined the consortium last year, delivered a lecture titled “F-REI: A Core Hub for Creative Reconstruction from the Great East Japan Earthquake.” F-REI is working to establish a world-class research center in Fukushima, a region that experienced the unprecedented and complex disaster of the Great East Japan Earthquake. As a “core hub for creative reconstruction,” it promotes research that contributes to solving challenges in Fukushima and around the world, as well as to industrial innovation. In his lecture, Dr. Owada provided a detailed overview of the institute’s background and discussed future research directions in priority areas such as robotics, energy, and agriculture, forestry, and fisheries, along with its vision for human resource development. It was particularly impressive to learn how F-REI is actively engaged not only in global initiatives but also in fostering local interaction and revitalizing communities. As part of its efforts in human resource development, Dr. Owada also introduced a future vision in which collaboration frameworks with universities—including the “Collaborative Graduate Program” promoted by this consortium—will enable students to earn degrees through research conducted at F-REI. The lecture offered valuable insights for our consortium, and we look forward to further strengthening our collaboration in the future. With the cooperation of NF Laboratories Inc., a member of the consortium, a lecture on “Web Application Security” was conducted as part of the Graduate Program in Risk and Resilience Engineering at the University of Tsukuba. Although this was the first year the course was offered, it attracted a large number of graduate students, reflecting strong interest in the subject. The lectures were delivered by Dr. Matsukura of NF Laboratories Inc., covering topics ranging from fundamental concepts to practical aspects of web application security, and were conducted in a hands-on format. The course was also supported by members of the company, whose cooperation contributed to the smooth implementation of the lectures. We would like to take this opportunity to express our sincere appreciation. Such initiatives under the industry–academia collaborative graduate program provide valuable opportunities for students to develop skills relevant to real-world practice. Mr. Samuel Sanjaya, a master’s student in the Risk and Resilience Engineering Program at the University of Tsukuba, participated in the 2025 International Training Workshop (ITW) organized by the National Science and Technology Center for Disaster Reduction (NCDR), Taiwan, held from October 27 to November 1, 2025. This year’s ITW theme was “Disaster Risk Reduction Innovation: Digitalized Disaster Governance in the AI Era.” The workshop gathered participants from around the world to discuss how rapidly evolving artificial intelligence (AI) can be applied in disaster risk reduction, exploring its potential and challenges. Sessions featured innovative examples such as AI-driven early warning systems, emergency response mechanisms, IoT integration, and gamification for disaster education. Mr. Sanjaya shared his reflections: “The workshop allowed me to gain a broad understanding of AI’s role in disaster management. I was particularly impressed by a case showing that free-tier multimodal AI models can outperform paid single-model systems, highlighting the potential for cost-effective AI solutions. I also realized that robust cybersecurity measures are essential when integrating AI and IoT technologies. Furthermore, creative applications of AI in disaster education and climate change initiatives inspired me to think about how technical solutions can be made more accessible to the public. This experience emphasized the importance of cybersecurity, inclusivity, and creativity in designing next-generation disaster management systems.” We sincerely thank NCDR for providing this valuable opportunity!
